Project description

The Project consists in the construction and operation of the first toll-road in Western Africa under a Concession Contract.

The original concession contract was signed in December 2009 for the construction of a first stretch of the motorway between Dakar and Diamniadio. This first section was fully opened to traffic in August 2013. In February 2014 the company signed a complementary concession contract for the construction and operation of a second section from Diamniadio to AIBD. The second section was opened to traffic in October 2016.

In December 2021 the company signed a single concession contract (“contrat unique”) which harmonized the terms of the original contract (2010) and the extension contract (2014).

The key rationale of the motorway is to relieve traffic congestion at the exit of Dakar, to develop a quality connection to Diamniadio and to ensure an efficient service to the new Blaise Diagne international airport (AIBD).

The concession was originally financed by IFC, AfDB, CBAO and BOAD in 2010. The lending group further supported the financing of the extension in 2014.

In 2023, SECAA secured a EUR 140m loan from EAIF, BOAD and CBAO (Attijariwafa group) for the financing a new investment program to improve road safety, reduce traffic congestion and improve the carbon footprint of the motorway. The financing includes a combination of EUR denominated and FCFA denominated loans from EAIB, BOAD and CBAO, replacing the original DFI lenders.

The new financing structure including long term FCFA financing from BOAD and CBAO reflects the mature nature of this landmark infrastructure in Western Africa.

Our role

Resonance Advisory has been working with SECAA since 2016.

Our mission started with the construction of an operating model reflecting the operation of the motorway newly in operation.

Subsequently, our role has been extended to the management of the operating model, including the periodic update of the model with operational figures and adjustments to related to change in the OHADA accounting rules.

We have then successfully accompanied the company in the implementation of the contrat unique in 2021.

Most recently, we worked with SECAA on the financing of new expansion CAPEX required under the contrat unique.
